Job Description

As our Configuration Management Manager you will provide leadership, mentor CM and/or Document Control personnel in daily operations. Manage, supervise and coordinate by establishing strategic operational objectives and detail tactical plans for achieving those objectives. Responsible for the control of specifications, hardware, software, SDRL/CDRLs and documentation produced or controlled by the company. This includes formal baselines, informally controls hardware/software configuration items, firmware, software, documentation. Strategic responsibility for the definition and implementation of CM/DM processes. Conduct briefings and technical meetings for internal and external representatives and serve as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives.

In addition, you will evaluate our existing Configuration Management databases and the design, implementation and management of a new PLM system for efficiency and effectiveness - including estimating and planning the work and resources involved, and monitoring and reporting on progress against plan. You will ensure that changes to the Configuration Management methods and processes are properly approved and communicated to staff before being implemented. Plans, publicizes and oversees implementation of new Configuration Management systems. Management of the Configuration Management processes, function, the items that are to be controlled, and the information that is to be recorded. You will develop Configuration Management standards, Configuration Management plans and procedures. You will manage configuration item registration procedures; access controls and privileges. You will ensure that the correct roles and responsibilities are defined in the Configuration Management plans and procedures. Provide reports, including management reports (indicating suggested action to deal with current or foreseen shortcomings), impact analysis reports and configuration status reports. Manages Change records, configuration baselines, and package Release records in order to specify the effect on configuration items of an authorized Change. You will ensure any changes to Change authorization records are themselves subject to Change Management procedures. You will ensure that the CM system is updated when a Change is implemented. Perform configuration status accounting (CSA) and configuration verification audits (CVA) to check that the data inventory is consistent with the CM system and initiates any necessary corrective action. You will oversee compliances with CM processes as related to the Quality Management System. Assist auditors to audit the activities of the Configuration Management team for compliance with laid-down procedures. Apply Configuration Management (CM) established processes and procedures with guidance from EIA-649, MIL_HDBK-61, ISO-10007, the program CM plan, and Department Management. You will be responsible for Coordination of Configuration/Change Control Boards (CCB). You will maintain Technical Data Package (TDP) thru basic knowledge of the configuration status accounting system, including development of product structures (parts listing). Provide guidance based on CM functional requirements as well as the requirements identified by program contractual artifacts. You will provide guidance to program personnel, with the ability to identify disconnects between current activities and contractual commitments; and support CM/DM proposal bidding and estimating.

Job Qualifications

Required Technical Skills: Our successful candidate must have expert knowledge of CM practices, expert knowledge of CM standards. Application of CM as applied to system. He/She must have expert-level knowledge of electronic tools used in implementing a successful CM program. He/She must be skilled in application of CM requirements; and in creation of the CM plan. He/She must have the ability to plan, monitor, and report on CM activities. He/She must have the ability to work with all levels of personnel from Program Manager, Project Manager, through development engineer. Ability to train others in CM requirements processes, and tools used to implement the CM process.

Required Education/Experience: Our successful candidate will have Bachelor's degree in Business or technical area is required. 10 years experience hands-on experience in implementing the configuration management concept that includes: requirements management, change management, release management, data management, records management, and document and library control. Experience working with Product Data Management (PDM) tools/systems. He/She will have experience in standardizing, simplifying and automating processes and configurations. Ideal candidate will hold CMII or NDIA CM certification and/or experience with EIA 649/836, ANSI/GEIA 859. Experience with ISO/AS9100 and/or CMMI a plus. He/She must have experience in standing up a Configuration Control Board (CCB), tracking baselines, building media and writing/maintaining CM documentation such as CM Plans, charters, agendas, minutes, and Standard Operating Procedures. He/She must have effective communication skills, strong analytical and organizational skills, ability to work as part of a team; ability to deal with multiple tasks and changing priorities.
