Not really, but I've been working with BOTH tools for over a year now, so I could probably provide some basic information.
Surround (with Test Track Pro as the Change Tracking tool) is better than StarTeam because it is much easier to tailor. It's branching structure is more intuitive, and can serve multiple projects easily. The support, both online and via phone is pretty robust and timely.
Establishing permissions in Surround is nice and allows for certain fields and branches to only be seen by certain groups or individuals.
Setting up a Workflow in TestTrack Pro is so easy, it's fun.
StarTeam is nice because the one tool serves both the repository and the change tracking. It does allow for branching, but is a bit cumbersome to maintain. Tailoring Starteam is difficult unless you know JAVA and have the separate StarTeam Layout Designer. Unlike Surround, StarTeam shows new files in the user's working directory as "Not In View." This is nice, and allows for easy file additions. It'll catch files you might not otherwise know about.

Personally, I currently work with both tool sets, but prefer Surround/TestTrack Pro.
