Can it be done?

If there is a folder structure and the desire is to have a datafile kept up to date in two or more folders in the project structure can a file be "replicated" within a project?

In this case there are several sub-app services that have their own directory structure within a single project and the desire is to have item changes to a single datafile propogate to different folders in the same project.

No. This has always been a complaint from our user's which we've migrated from 'less capable' source control tools which do allow this feature. In their case they've added scripts/batch files they run after project extraction to create links or copy files around as needed.
