My recommendation would be EIA-649. If one compares ISO 10007 to EIA-649 they will find that 10007 states all the same principles as 649 but 10007 omits some background instruction. Note that 649 has about 25 pages of text to express the principles and discussion. 10007 as I recall has about 2 such pages and little or no discussion.
Mil-HNDBK 61A is a guidance book on how to carry out the principles. It is not strictly speaking a standard.
I know nothing about DefStan 51 regarding CM/DM. In any event, it appears to have been declared obsolete back in 2001.
In the US, there was a Mil-Std-973, but it was cancelled back in 2000 or 2001. The cancellation notice specifically stated that it was being cancelled in favor of EIA-649.
One other note:
It appears that all the standards (even the models such as CMMI, TOGOF, ITIL, etc.) call up the same CM/DM principles. The difference between the standards and the models is generally that the models contain much more of the "what does this mean" and "this is how to do it" in the context of the model.
