Sainadh,
since you mention config spec - I am guessing that you are asking a question related to a build while using ClearCase for version control. In any case, you are really not being very clear at all.
In ClearCase, the latest files are shown with the default config spec of /main/Latest
But more importantly how are you actually building your code? Are you using Ant, Maven, Make, or MSBuild? Are you checking the "derived objects" back into a vob (hopefully not the one holding your source code).
Or perhaps you are using ClearMake which would explain a lot.
This group is for Rational Team Concert. You probably want to rethink your question and then post it in the forums!

CM Crossroads
I have now been involved with three RTC implementations. These users previously used ClearCase and Synergy. The only real challenge that we ran into was that they had a very well defined workflow that did not match the process template in Rational Team Concert. Some users were very set in their ways and resented having to deal with these changes. However, most were impressed with RTC's feature set and very happy with the new tool.
As a consultant, I try to make certain that my clients understand how their existing workflow will change when they adopt a new tool (including all the great new features). Training is essential and also defining a Use Case for how the developers will work on a day to day basis.

I contacted the IBM support on the above issue and they said its a defect with the Eclipse. The latest update is this defect has been fixed in Eclipse version 3.7. However, this fix may only be available in RTC in the forthcoming fixes/releases.
Merging definitely turns out to be a tad tricky in RTC. I am learning that the key is to always accept your incoming changesets before you try to resolve conflicts in your outgoing changesets. Quite a few different use cases. Here is a good link http://www.cmcmedia.com/l/58125/

Here is a question that I posted in the forums (you are welcome to reply here or in the forums)
-----------------------------------------
This week I was asked for a procedure to baseline a component "as-of" a specific date and time (of course new changes were made this then). In ClearCase we could do this with a config spec showing the date and time. I have always told people that, in this way, ClearCase acted like a "time-machine" - in that it could go "back" in time.
What do you guys think??
How would you do this??

Overall, I am incredibly impressed by IBM's Rational Team Concert. It has a well thought out usage paradigm that makes it compelling to understand what your team is doing on a day-to-day basis. RTC's biggest value is for large distributed organizations where people are working in different locations, different time zones, etc. and need an embedded way to collaborate.
Awesome!
We have a lot of excellent CM tools on the market right now and RTC is a welcomed addition.

RTC is very new - but exciting. As usual - TRAINING is the key to success and I am finding that there is a bit of a learning curve.
