Too often software professionals impose a sharp boundary between software development and software configuration management (SCM). They treat these two disciplines as separate and distinct. When viewed from this perspective, developers create software then configuration management engineers maintain that software under version control. This artificial separation of responsibilities is unfortunate since software development projects perform best when development and configuration management are tightly integrated.
